The Union Public Service Commission (UPSC) completes 100 years of establishment on 1st October 2026. Its historic journey began with the ICS examination being conducted in London, which later expanded to India with the first examination centre at Allahabad (present-day Prayagraj). The Government of India Act, 1919 provided for the establishment of a Public Service Commission in India, leading to the constitution of India’s first Public Service Commission on 1st October 1926. The Government of India Act, 1935 provided for Public Service Commissions at Federal and Provincial levels, resulting in the formation of the Federal Public Service Commission in 1937. With the adoption of the Constitution of India in 1950, Federal Public Service Commission was renamed the Union Public Service Commission (UPSC) marking transition from an agency of colonial rule to an institution of democratic governance. Over the years, UPSC has upheld the enduring values of Merit, Impartiality, Objectivity, Confidentiality, Integrity, and Constitutional Responsibility in the service of the nation.
The Union Public Service Commission is a Constitutional Body, established under article 315 of the Constitution of India. The Commission under Article 320 of the Constitution of India has inter-alia been mandated the responsibilities viz.
1. Conduct examinations for appointment to the services of the Union.
2. Direct recruitment by selection through interviews.
3. Appointment of officers on promotion/deputation/absorption.
4. Framing and amendment of Recruitment Rules for various services and
posts under the Government.
5. Disciplinary cases relating to different Civil Services.
6. Advising the Government on any matter referred to the Commission by
the President of India.
